Liquefied Petroleum Gas Safety

LPG is a highly flammable fuel that can collect in low areas, create fire and explosion risks, displace oxygen, and cause cold burns as liquid escapes.

UKHSA describes liquefied petroleum gas (LPG) as a colourless, highly flammable gas made primarily of propane, butane or a mixture of both. It is stored under pressure as a liquid in cylinders or tanks. An odorant is normally added so that many leaks can be noticed, but smell is not a substitute for sound equipment, ventilation or gas detection.

LPG is used for heating and cooking, in vehicles, as an aerosol propellant and refrigerant, and in industrial processes. The risk depends on the exact product, installation and task. Use the supplier's Safety Data Sheet and equipment instructions as inputs to a task-specific risk assessment rather than relying on generic claims about LPG.

Why LPG Is Dangerous

Fire and Explosion

LPG ignites readily. A leak can create a flammable cloud which may flash back to its source if it reaches a flame, spark, hot surface or other ignition source. Cylinders and tanks also contain LPG under pressure, so fire can heat the container and make an incident more severe.

HSE notes that LPG vapour is heavier than air. Escaped gas can settle in drains, basements, pits and other low points, where it may create fire, explosion or suffocation hazards.

Health Effects

Breathing LPG can cause agitation, headache, nausea, poor coordination and slurred speech. High concentrations can cause breathing and heart problems, fitting, coma, asphyxiation and death. Controlling the Risk

  • Use equipment designed for the LPG product, pressure, location and task.
  • Have cylinders, tanks, valves, regulators, hoses and pipework installed and maintained by competent people.
  • Keep ignition sources away from areas where LPG is stored, connected or used.
  • Provide enough ventilation to prevent leaked gas from collecting, with particular attention to low points.
  • Protect cylinders, tanks and pipework from impact, interference and heat.
  • Check connections and equipment using the supplier's approved method. Never use a flame to look for a leak.
  • Know how to isolate the supply safely and keep emergency arrangements current and practised.
  • Use atmospheric monitoring where the assessment shows that a leak or oxygen-deficient atmosphere may not otherwise be detected reliably.

HSE's guidance for small commercial and industrial bulk installations covers the tank, service pipework, valves and emergency arrangements. The installation owner, LPG supplier and site operator may have different duties, so responsibilities must be agreed rather than assumed.

Installation is only the starting point. Hoses, regulators, connections and pipework degrade with use, weather and time, so a system passed as safe when it was fitted will not stay that way without upkeep. Scheduled inspection should be built into the routine, not just the checks made at commissioning, and carried out by competent people. The same discipline that keeps emergency arrangements current and practised should keep the equipment itself fit to rely on.

Storage and Siting

There is no single storage instruction that fits every LPG cylinder or bulk installation. Follow the supplier's SDS and siting requirements, including any required separation distances. For workplace cylinder storage, HSE's welding and flamecutting guidance advises a secure, well-ventilated location, preferably outdoors, with cylinders upright and protected from falling or impact.

Bulk tanks need clear space and airflow so leaked vapour cannot build up. HSE's bulk-tank guidance says the area around the tank should be kept free of combustible rubbish and anything that reduces ventilation. The tank also needs protection from unauthorised access and vehicle impact.

What to Do if You Suspect a Leak

Do not create a flame or operate electrical equipment that could provide an ignition source. Warn others, keep people away and follow the site's emergency plan. Isolate the supply only if the procedure says it is safe to do so. Move to a safe place and contact the LPG supplier or emergency services as required.

Do not enter a low or enclosed space to investigate an LPG release unless the atmosphere has been assessed and the person is trained and equipped for that work. Anyone with breathing problems, loss of coordination, frostbite or other symptoms after exposure needs prompt medical attention.

Workplace Responsibilities

Businesses using LPG must assess the installation and the work around it, keep the system safe, maintain suitable emergency measures and make sure their activities do not compromise the tank or pipework.
