What Does 'Danger' vs 'Warning' Mean on a Chemical Label?

Danger marks the more severe hazard categories under GB CLP. Warning marks the less severe ones, and a label carries only one of the two, never both.

"Danger" and "Warning" are the two signal words used on UK chemical labels under GB CLP (the Classification, Labelling and Packaging Regulation), itself the UK's implementation of the United Nations' Globally Harmonised System (GHS). Danger marks the more severe hazard categories, Warning marks the less severe ones, and a label carries only one of the two, never both. The word on the front of the container is a quick severity cue, not the full hazard picture.

For anyone handling chemicals at work, that distinction matters more than it looks. A COSHH risk assessment, the choice of PPE, and how a spill gets treated all start from what the label and the safety data sheet say. Reading the signal word correctly, and knowing what it does and doesn't tell you, is one of the smaller skills that sits underneath all of that.

Where the Signal Word Comes From

It isn't a judgement call made by whoever writes the label. Assignment happens mechanically, based on which hazard class and category a substance or mixture falls into under GB CLP. Every hazard class, from acute toxicity to skin corrosion to flammability, has a table in the regulation that sets out which category gets which signal word. The supplier classifies the substance against those criteria first, and the signal word follows automatically from the result.

That's a useful thing to know because it means the signal word carries real regulatory weight, and it connects directly to the duties employers already have under COSHH. It isn't marketing language, and a supplier can't soften it to make a product look friendlier on a shelf. The Health and Safety Executive is explicit that labels must not include wording that understates a hazard already established by classification, and terms such as "safe", "non-toxic" or "eco" are specifically flagged as ones to avoid on a label for a substance that has been classified as hazardous.

Why Only One Signal Word Ever Appears

Many substances trigger more than one hazard classification at once. A single cleaning product might be corrosive to skin, harmful if swallowed, and damaging to aquatic life, all at the same time. Each of those hazard classes could, in isolation, call for its own signal word.

CLP resolves this with a simple precedence rule: if any classification calls for "Danger", that's what appears on the label, and "Warning" is dropped entirely, even where a less severe hazard on the same substance would technically qualify for it on its own. A label never shows both words together. This keeps the front of a container readable at a glance rather than turning it into a list of qualifiers, but it does mean the signal word alone can't tell you how many hazards a substance actually carries, only the most severe one.

A concentrated corrosive such as sodium hydroxide solution, used in industrial cleaning and unblocking processes, is classified for skin corrosion and serious eye damage, and carries the signal word Danger. Sulphuric acid and formaldehyde solutions sit in the same category for similar reasons. A product such as isopropyl alcohol, common in workshop and laboratory cleaning, sits in a lower flammability category and typically carries Warning instead, alongside things like diluted cleaning products, some paints and adhesives. Same general category of substance, chemicals people handle regularly at work, but a different severity band drives a different word.

Danger and Warning in Practice

Hydrochloric acid is a good case to walk through, since concentration alone can move it between the two signal words. A concentrated solution is corrosive enough to cause severe skin burns and serious eye damage, so it carries Danger, alongside the corrosion pictogram and hazard statements spelling out exactly what that damage looks like. A much more dilute version of the same acid, of the kind found in some descaling or cleaning products, may only irritate skin or eyes on contact, which is enough to drop it to Warning instead.

The signal word changes, but the underlying obligation doesn't: whichever word appears, the safety data sheet is still where the actual control measures, storage requirements and first aid steps are set out, and that's what a COSHH assessment has to be built on, not the word on the front of the bottle alone.

What the Signal Word Doesn't Tell You

It's easy to read Danger as "handle with extreme care" and Warning as "handle with some care", then stop there. That's not wrong as a starting instinct, but it skips most of the useful information on the label.

The signal word doesn't tell you which hazard is present, only how severe the worst one is. Two substances can both carry Danger for completely different reasons, one for acute toxicity if swallowed, another for severe skin burns, and the control measures for those are not interchangeable. The pictograms and hazard statements (H-phrases) on the same label are what actually identify the hazard type, covered in more detail in What Are H-Phrases and P-Phrases?. The precautionary statements (P-phrases) are what tell you what to do about it, things like wearing specific PPE, avoiding certain storage conditions, or what to do if there's skin contact.

There's also no signal word requirement for every hazardous substance. Some hazard classes and categories, including some of the lower-severity ones, don't carry a signal word at all under the CLP hazard communication tables. The absence of a word on a label is not the same as confirmation that a substance is safe, particularly since some hazard classes, like certain environmental hazards, are communicated through pictograms and statements without a signal word attached.

Where Else the Signal Word Shows Up

A container label isn't the only place it appears. It's also required in Section 2 of the safety data sheet, under the hazard identification heading, alongside the full set of pictograms, H-phrases and P-phrases for that substance. If a workplace holds an SDS Library or completes COSHH risk assessments for each substance in use, the signal word from Section 2 is the same one that should appear on every container the substance is decanted or transferred into, not just the original packaging.

This matters in workplaces where chemicals get moved into secondary containers, spray bottles, smaller vessels, day-use tubs, for practical reasons. Under CLP, that secondary container still needs to carry the same hazard information as the original, including the signal word. A container without a label is a common finding in COSHH audits, and it's one of the easier gaps to close once someone is responsible for checking it.

Reading the Whole Label, Not Just the Word

It's designed to be read fast, bold, capitalised, and positioned to be the first thing anyone notices before they've had time to read anything else. That's exactly what it's for: a fast first impression of severity before the detail gets read.

But it's a starting point, not the end of the assessment. The full picture, what hazard is actually present, what the safe handling steps are, what to do in an emergency, sits in the hazard statements, precautionary statements, pictograms and the safety data sheet behind the label. Treating "Danger" as an instruction to be more careful and "Warning" as an instruction to be somewhat careful gets the general direction right. Actually knowing what to do next means reading past the signal word to the statements sitting next to it.

Frequently Asked Questions

Can a chemical have both Danger and Warning signal words on the same label?

No. GB CLP allows only one signal word per label. If any hazard classification on the substance calls for "Danger", that word is used and "Warning" is left off entirely, even if a separate, less severe hazard on the same substance would otherwise have triggered it.

Does having no signal word at all mean a chemical is safe?

Not necessarily. Some hazard classes and lower-severity categories under CLP don't carry a signal word requirement, even though the substance is still classified as hazardous. Always check the pictograms, hazard statements and safety data sheet rather than relying on the absence of a signal word alone.

Where does the signal word appear apart from the container label?

It's also a required field in Section 2 (Hazard Identification) of the safety data sheet, alongside the pictograms and hazard and precautionary statements for that substance. Is Danger always the more dangerous option for every type of hazard?

Within a given hazard class, yes, Danger marks the more severe category. But signal words aren't compared across different hazard types. A Danger classification for eye damage and a Danger classification for acute toxicity both use the same word despite being entirely different risks, so the word alone doesn't rank hazards against each other.

Do UK and EU chemical labels use the same signal words?

Yes. GB CLP is the retained form of the EU CLP Regulation, and both use the same two signal words, Danger and Warning, under matching precedence rules. Divergence between the two systems since 2021 mainly affects which specific substances are classified, not the signal word framework itself.
