Portland Cement Safety Information

Portland cement is widely used in concrete and mortar, but wet cement can cause serious burns and dermatitis while dust can harm the respiratory system.

Portland cement is a hydraulic binder used to make concrete, mortar, grout and other cement-based products. When mixed with water it hardens through hydration. The same reaction also creates an important workplace hazard: HSE warns that wet cement is highly alkaline and can cause serious chemical burns.

Cement work needs a COSHH assessment based on the specific product, task and exposure route. The manufacturer's Safety Data Sheet is a starting point, but it does not replace assessment of how the product is mixed, applied, cut or removed on site.

The Main Health Risks

Wet-Cement Burns

Wet cement trapped against the skin can cause a serious burn or ulcer. Cement can collect inside gloves or boots, soak through clothing, or remain against the knees during floor work. Pain may not be immediate, so contaminated clothing and skin must be dealt with promptly using the product's first-aid instructions.

Irritant and Allergic Dermatitis

Cement can abrade and irritate the skin. It can also contain soluble hexavalent chromium (chromate), which may cause allergic contact dermatitis. Once a worker becomes sensitised, later exposure can trigger another reaction.

Manufacturers use reducing agents to limit soluble chromate, but HSE's cement guidance notes that these remain effective only for a limited period. Stock should therefore be rotated and used before the shelf date shown by the supplier.

Dust Exposure

Handling cement powder can irritate the nose and throat. HSE's construction-dust guidance covers work such as cutting, drilling or scabbling hardened concrete and mortar, which can generate respirable crystalline silica and present a different, more serious lung risk. The controls must match the actual dust source rather than treating all cement work as one exposure.

Controlling Exposure

  • Use ready-mixed or pre-mixed products where this removes powder handling.
  • Use work methods and tools that keep wet cement away from the skin.
  • Control dust at source, for example with suitable extraction or wet methods.
  • Provide waterproof gloves suitable for alkaline substances, with cuffs that prevent cement entering.
  • Provide eye protection where splashes or dust can reach the eyes.
  • Select RPE only after assessing the task and residual exposure. Tight-fitting RPE requires face-fit testing and must be compatible with other PPE.
  • Provide washing facilities and arrangements for removing contaminated clothing promptly.
  • Check workers' skin where the assessment identifies a dermatitis risk, and act on early signs.

A generic instruction to wear a mask is not enough. PPE is the last layer after exposure has been prevented or controlled at source, and the exact glove, eye protection and RPE must suit the product and task.

Training and Supervision

New starters and apprentices carry the highest risk on a cement job. They haven't yet learned to spot trouble early, and cement gives few obvious warning signs until the damage is done. Floor-layers and screeders face a related exposure: kneeling in wet cement for long stretches puts the knees in near-constant contact with the product, exactly where a burn is easiest to miss under overalls or knee pads.

Training should cover the early signs as seriously as the PPE itself. Workers should know that redness or a burning sensation under contaminated clothing means stopping and dealing with it there and then, before finishing the pour, and the same goes for anyone already sensitised to chromate. Cuffs and seals deserve the same attention: a glove that gapes at the wrist or a boot that lets slurry in at the top defeats the point of wearing waterproof gear, so workers need showing how to check the fit before they start, not just told once at induction.

Supervisors carry the harder part of this. Issuing the right gloves means little if someone rolls the cuffs down because they're hot, or switches to cotton gloves halfway through a shift because they grip a trowel better. PPE needs checking as it's actually being worn on site, not signed off on a form at the start of the job.

Storage and Shelf Date

Keep bags dry, sealed and protected from damage in line with the supplier's instructions. Rotate stock so it is used before the stated shelf date. This is not only about product performance: after the shelf date, the ingredient used to reduce soluble hexavalent chromium may no longer provide the intended protection against allergic dermatitis.

What to Do After Contact

Follow the product SDS. Remove contaminated clothing and footwear promptly. Rinse affected skin with plenty of clean water and do not use abrasive cleaning products. Flush eye splashes immediately and obtain medical advice. Seek urgent medical help for suspected burns, significant eye exposure or breathing problems.
